Reactions flowing in after Gov. Abbott announces plan to break up energy sector in San Antonio, Austin

SAN ANTONIO – In a recent announcement, Governor Greg Abbott unveiled a plan aimed at dismantling energy monopolies in Texas cities, particularly targeting CPS Energy in San Antonio. This initiative follows growing concerns over rising energy costs, which have hit consumers hard in recent years.

CPS Energy customer Carl Duelm, who hosted Abbott at his home, shared his frustrations regarding increasing energy bills. “My last bill right at this time last year was $280, and this one was $326, so that’s almost a $50 increase,” he lamented, underscoring how rising costs are impacting everyday Texans.

Duelm expressed his support for Abbott’s plan, which proposes a law that would enable consumers in San Antonio to explore different retail electric providers (REPs), similar to options available in other Texas cities. “All consumers in the City of San Antonio would be able to do what other people in Texas are able to do: do a Google search for retail electric provider and find a lower rate than currently provided by CPS Energy,” Abbott explained. This change, he argued, would foster competition and ultimately lower prices.

Abbott pointed out that energy rates in cities like Houston and Dallas are significantly lower, with average costs in San Antonio at around 12 cents per kilowatt-hour compared to as low as 6 cents in Houston. Duelm noted that friends living in Houston pay much less for their energy compared to what he pays for his smaller apartment.

However, not everyone agrees with Abbott’s assessment. Critics, including representatives from the Texas Public Power Association (TPPA), argue that municipally-owned utilities (MOUs) like CPS Energy provide affordable electricity and have a long history of reliable service. “San Antonio and Castroville that are both municipally owned utilities actually have the cheapest utility cost when it comes to electricity and gas,” said a spokesperson from TPPA, emphasizing that MOUs have consistently offered lower rates than those in deregulated areas.

Additionally, the TPPA highlighted the benefits of local governance, stating that utility employees are part of the communities they serve, allowing for direct accountability and service. They caution that Abbott’s proposal could potentially lead to increased costs and diminished customer service for Texans.

As public sentiment shows a divide—responses from a recent poll indicated that 36% approved of the plan while 64% opposed it—the future of energy regulation in Texas remains uncertain. The ongoing dialogue highlights the complexities of balancing consumer affordability, reliable service, and competitive markets.
