GUADALUPE COUNTY, Texas – Recently, three detention officers at the Guadalupe County Adult Detention Center were put under investigation for serious allegations of inappropriate behavior with an inmate. This news has raised eyebrows and concerns about safety and misconduct within detention facilities.
The investigation began on a Tuesday when the sheriff’s office received reports of unacceptable conduct involving the officers. According to the details shared in a news release, the officers named—Andrew Kee, Isaiah Charles, and Rudy Garcia—are accused of violating the civil rights of an inmate by engaging in improper sexual activity.

The Texas Rangers are leading the investigation and have already obtained arrest warrants for the three officers. Kee and Charles were apprehended without any issues and were booked into the same detention center where they previously worked. Meanwhile, arrangements are in place for Garcia’s arrest, but he is currently on administrative leave and is not considered a flight risk.
Sheriff Joshua Ray emphasized the seriousness of the situation, stating, “I have zero tolerance for this type of misconduct in the Guadalupe County Sheriff’s Office.” He stressed that every individual in the detention facility deserves basic dignity and that those who violate these standards will be held accountable and face prosecution under Texas law.
