House nears vote on Russia sanctions bill named after late Sen. Lindsey Graham

WASHINGTON – The House of Representatives is gearing up for a significant vote this Wednesday on a new package of sanctions aimed at Russian officials and critical sectors of its economy. This initiative is part of broader efforts to limit the financial resources available to Russian President Vladimir Putin, particularly in light of the ongoing conflict in Ukraine.

This bill is notably named after the late Senator Lindsey Graham from South Carolina, who dedicated over a year to its development. If the House approves it, it will then be sent to President Donald Trump for his signature, marking a potential turning point in U.S. policy towards Russia.

The proposed legislation represents the most assertive support for Ukraine since Trump returned to the presidency and breaks nearly two years of stagnation on this critical issue. Ukrainian President Volodymyr Zelenskyy has been a vocal advocate for this bill, reaching out directly to senators to emphasize its importance.

The bill includes sanctions against Russian government officials, financial institutions, and a network of tankers responsible for transporting Russian energy resources. Furthermore, it empowers Trump to impose tariffs of up to 100% on the top five importers of Russian oil or natural gas, with some exceptions for countries that import less than 15% of Russia’s natural gas and are making significant efforts to decrease those imports.

“These countries have to choose whether they will continue to support Putin’s aggression,” stated Rep. Michael McCaul, a Republican from Texas.

Democratic Divisions

The legislation has sparked a divide among Democrats. While many support the goal of aiding Ukraine, there are concerns about potential consequences. Some critics worry Trump might misuse the tariffs to target U.S. allies in Europe, which could lead to increased prices for American consumers.

“This president has always favored tariffs,” cautioned Rep. Gregory Meeks, a Democrat from New York. “We know his history with tariffs, especially towards our European allies.”

Despite the concerns, Rep. Steny Hoyer, a Maryland Democrat, emphasized the urgency of the situation, warning, “If we fail to pass this bill, there will be cheers in the Kremlin and tears in Kyiv.”

Conversely, Rep. Don Beyer, a Democrat from Virginia, expressed skepticism about the long-term implications of the bill, suggesting that supporters might regret their votes if Trump leverages the tariffs against allies.

“Yes, they can claim they stood with Ukraine in the moment,” Beyer noted. “But when Trump imposes tariffs on our allies, the propaganda victory for Putin will last much longer.”

A Long Journey to Consensus

Gaining Trump’s support for the sanctions package has been a lengthy process. Congress has faced challenges in ensuring the flow of funding and military aid to Ukraine, especially as some Republicans have grown hesitant about spending additional billions on the conflict. Trump has previously criticized Ukraine aid during his campaign, claiming he could swiftly end the war started by Russia’s invasion in February 2022.

After nearly a year of negotiations, Graham was able to secure Trump’s endorsement for the sanctions package, particularly after incorporating Trump’s push for extending sanctions on Iran. Leading up to Wednesday’s vote, Republican lawmakers have largely expressed strong support for the legislation.

Rep. French Hill, a Republican from Arkansas, acknowledged the Democratic critiques about potential tariff repercussions but stressed the importance of sending a clear message to the Kremlin: “End this war, get out of Ukraine, and focus on rebuilding your shattered international reputation and economy,” he asserted.
