NATO chief demands allies present credible plans to reach defense spending targets

ANKARA – NATO Secretary-General Mark Rutte on Monday urged member states to present “clear, concrete and credible plans” to meet the alliance’s defense spending targets. This call to action comes as NATO convenes for its annual summit in Ankara, a meeting marked by heightened tensions and shifting security dynamics.

Rutte’s remarks are especially significant given the changing role of the United States in European security. As U.S. involvement appears to be scaling down, there is an increasing emphasis on NATO allies to take more responsibility for their defense. This shift aligns with ongoing pressures from Washington for allies to contribute more financially to collective security.

Last year, the 32 NATO nations collectively agreed to allocate 5% of their gross domestic product to defense. This includes 3.5% directed towards national defense budgets and 1.5% aimed at enhancing infrastructure, such as roads and ports, to facilitate troop and equipment movement in times of conflict.

While countries like Spain support the goal, they argue that it can fulfill NATO’s security needs without reaching the proposed spending levels. Several NATO members continue to struggle with the previous 2% GDP target, raising concerns about their commitment to the alliance’s collective defense.

When questioned about the consequences for members lacking a robust plan, Rutte responded, “If one or two of them still have to be convinced, we have ways to do that,” though he refrained from providing further details. This statement underscores the urgency of compliance among NATO nations.

U.S. Ambassador to NATO Matthew Whitaker hinted at potential repercussions for nations that fail to meet expectations, emphasizing President Trump’s insistence that all allies immediately pursue the 5% target with urgency. Whitaker remarked, “President (Donald) Trump fully expects that all allies will step up,” reflecting the administration’s ongoing pressure on NATO members.

Recent reports indicate that European allies and Canada are expected to invest an additional $258 billion in defense by 2025, a commitment that may not satisfy U.S. demands. The Trump administration has a history of criticizing allies over their defense spending, previously threatening to withdraw support for those nations perceived as not contributing adequately to NATO’s collective defense.

Concerns have also been raised about potential security threats from Russia, particularly as tensions escalate in the region. European governments have expressed fears that Russia may be preparing for hybrid attacks, emphasizing the need for NATO’s readiness and robust defense measures amidst ongoing conflicts.

During the summit, NATO plans to showcase new military equipment acquisitions funded by increased defense budgets. This event, labeled the “big reveal,” will highlight efforts to modernize the alliance’s capabilities, including the replacement of aging surveillance aircraft.

A recent report from the European Stability Mechanism highlighted that while NATO’s defense spending target is achievable, it requires careful management. The report warns that reliance on debt financing for defense spending could transform into a central fiscal policy challenge for European nations.

As NATO governments grapple with the challenge of increasing defense spending, they face the difficult task of reallocating resources, which may involve raising taxes or cutting expenditures in other areas. The recent resignation of U.K. Defense Secretary John Healey over funding disputes further illustrates the internal struggles within member states regarding defense commitments.
