BEXAR COUNTY, Texas – A man named James Kenneth Rogers Jr., 46, has been arrested again for serious allegations related to child sexual abuse materials. This arrest comes two months after he was initially charged with a child sex crime, as reported by the Bexar County Sheriff’s Office.

The case began with a joint effort between the U.S. Secret Service and the Bexar County Sheriff’s Office, uncovering that Rogers was not just in possession of child pornography, a second-degree felony, but had also created artificial child sexual abuse material.

Rogers was first arrested on July 8, after he was caught inappropriately messaging an undercover deputy who posed as an underage girl. Following his arrest, he posted a $50,000 bail and was released from jail on July 22.

Authorities seized Rogers’ cell phone and later found disturbing images of child sexual abuse material on the device. Some of these images were described by Bexar County Sheriff Javier Salazar as “stock photos” from various locations around the world.

In a chilling twist, the device also contained a candid photo of a teenage girl, who was identified as an acquaintance of Rogers’ children. Sheriff Salazar alleged that Rogers used artificial intelligence software to manipulate the photo, generating sexualized images and videos of her.

“He’s got an extremely unhealthy and illegal obsession with young girls,” Salazar stated. Fortunately, after contacting the teenager’s family, he confirmed that she was not a victim of Rogers.

The sheriff criticized the lack of regulations surrounding AI technology, suggesting that some government officials are making it easier for individuals like Rogers to commit such crimes. “There are people in our government, right now in office, trying to further deregulate these things to allow things like this to occur,” he said. Salazar expressed concern about potential additional victims, urging anyone with information related to Rogers’ case to reach out to the sheriff’s office at 210-335-6000 or via email at bcsotips@bexar.org.
