Universal City man accused of sexually assaulting infant in 2025, affidavit says

UNIVERSAL CITY, Texas – A troubling incident has come to light involving a 32-year-old man named Jesse Daniel Skaggs. He has been charged with indecency with a child after confessing to a shocking crime—sexually assaulting an infant back in January 2025, according to an arrest affidavit.

The details surrounding the alleged incident are distressing. Although the exact date of the assault remains unclear, the child’s mother reported to investigators that her baby was around six months old at the time. The Universal City police were contacted on September 7 after the mother learned of the assault from Skaggs himself.

During a conversation with the mother, Skaggs reportedly admitted to having assaulted the infant about a year prior. This shocking revelation led the mother to take immediate action and inform the authorities.

In addition to the allegations regarding the infant, Skaggs disclosed to the mother that he had also attempted bestiality and had sexually assaulted two unconscious patients while working as a registered nurse at a hospital. This raises significant concerns about his professional conduct and the safety of patients under his care.

According to official records from the Texas Board of Nursing, Skaggs is still listed as a licensed nurse with an expiration date for his license set for May 31, 2028. This information raises further questions about the oversight and regulation of healthcare professionals.

After confessing to the mother, Skaggs reached out to her later that evening, expressing his desire to turn himself in to the police. Officers located him at the residence and took him into custody.

During a custodial interview, Skaggs reportedly admitted to the allegations against him. Furthermore, the mother provided law enforcement with a recorded phone call where he confessed to the assault, serving as crucial evidence in the case.

Currently, Skaggs is being held at the Bexar County Adult Detention Center, with a bond set at $125,000. This case highlights the importance of vigilant reporting and the responsibility of authorities to protect vulnerable individuals, especially children.
