WASHINGTON – President Donald Trump has announced that the U.S. is nearing a significant agreement with Iran aimed at de-escalating ongoing hostilities in the region, with a memorandum of understanding expected to be signed in the coming days. This announcement comes amidst a backdrop of shifting objectives and complex geopolitical dynamics.

Despite the optimism surrounding the potential agreement, many of the key objectives Trump outlined at the beginning of the conflict remain unfulfilled. The administration has maintained that its goals are both clear and consistent, yet the actual list of objectives has evolved since the war began on February 28, reflecting the challenges of a conflict that has significantly affected the global economy, strained alliances, and raised critical questions about its justification and expected outcomes.

Tactically, U.S. and Israeli military actions have reportedly weakened Iran’s military capabilities, resulting in the deaths of numerous senior military leaders. However, these tactical victories do not necessarily equate to the fulfillment of strategic aims, as officials continue to assert that they are achieving their established goals.

Key Objectives and Their Status

Here’s an overview of the objectives laid out by Trump since the conflict began, along with their current status:

1. Destroy Iran’s Ability to Fire Missiles

One of the primary goals stated by the administration was to “destroy their missiles and raze their missile industry to the ground.” In late March, Trump claimed that Iran’s missile capabilities were “mostly decimated,” estimating that 90% of their missiles and launchers were eliminated. By mid-May, this estimate was revised down to 82%. Despite these claims, Adm. Brad Cooper, the top U.S. military commander in the Middle East, noted that Iran still possesses a “very moderate if not small capability” to conduct strikes in the region.

2. Destroy Iran’s Defense Industrial Base

Initially, the destruction of Iran’s defense industrial base was highlighted as a key objective. Although U.S. Central Command has targeted weapons production and missile facilities, the administration has fluctuated in its emphasis on this goal. Secretary of State Marco Rubio indicated that Iran has suffered “massive destruction” of its defense capabilities, estimating a loss of 80 to 90%, but also acknowledged that Iran still retains some capacity.

3. Eliminate Iran’s Navy and Air Force

Following the onset of hostilities, the U.S. and Israel quickly established air superiority, effectively limiting Iran’s operational capabilities. While Iran retains some drone capabilities, it lacks the capacity to deploy swarms of drones as it did initially. Rubio also pointed out that Iran’s navy is virtually non-existent, relying on small crafts for limited operations.

4. Obliterate Iran’s Nuclear Program

Trump’s stance on Iran’s nuclear program has evolved, with claims of its “obliteration” in June giving way to warnings from aides about Iran’s potential progress toward developing a bomb. A critical concern remains the 970 pounds of enriched uranium that Iran reportedly possesses. Trump indicated in a social media post that this material would be retrieved and destroyed in coordination with Iran and the International Atomic Energy Agency, although details on this arrangement remain unclear.

5. Protect America’s Middle Eastern Allies

Trump emphasized the importance of safeguarding U.S. allies in the Middle East, including Israel, Saudi Arabia, and others. While the U.S. maintains a military presence in the region, the specifics of how far the U.S. would go to protect these allies remain ambiguous. The potential agreement with Iran has raised questions about how it might impact relationships with Gulf allies, particularly in light of Israel’s ongoing military actions in Gaza.

6. Reopen the Strait of Hormuz

While not a primary reason for initiating the war, ensuring the flow of shipping through the Strait of Hormuz has emerged as a pressing issue. This strait is critical for global oil transport, and its closure has led to rising energy prices. Trump has suggested that a proposed deal with Iran would involve reopening the strait.

7. Cut Off Support for Iranian Proxy Groups

The Trump administration has consistently included the degradation of Iran’s proxy terror networks as a key objective. While early military actions targeted Iranian-aligned groups, recent updates on this goal have been less frequent. The ongoing conflict in Lebanon, supported by Iran through Hezbollah, complicates the situation, particularly as Israel pursues its military objectives against these groups.

As the U.S. and Iran engage in a cycle of strikes, with Iranian targets including Bahrain and Kuwait, the situation remains fluid. The administration has hinted at potential new strategies, including allowing Gulf allies to access frozen Iranian assets for war reparations, although concrete plans are still in development.

As negotiations progress, the administration remains cautiously optimistic about a memorandum of understanding that could establish a framework for long-term peace in the region, though key details are yet to be finalized.
