SAN ANTONIO – The San Antonio City Council is set to convene for a pivotal special meeting on Monday to determine whether to include the proposed Spurs arena funding in the upcoming November ballot. This development comes as part of the ongoing discussions surrounding the $1.3 billion NBA arena slated for Hemisfair, a project that has significant implications for the local community and economy.

The financing structure for the arena relies on contributions from multiple stakeholders, including the San Antonio Spurs, the City of San Antonio, and Bexar County. The Spurs are expected to invest at least $500 million, while the city and county are proposed to contribute up to $489 million and $311 million, respectively. This collaborative funding model underscores the importance of community involvement in the project, which aims to revitalize the Hemisfair area and create a hub for entertainment and sports.

The City Council meeting is scheduled for 9 a.m. on August 17 in the City Council Chambers, where members will discuss the potential for placing the city’s share of funding on the ballot. This meeting is crucial as it also marks the deadline for ordering a vote on the matter.

In a memo dated July 31, Mayor Gina Ortiz Jones advocated for a separate vote on the city’s financial contribution, emphasizing the principle that “since they pay twice, City voters deserve to vote twice.” This statement reflects the mayor’s commitment to transparency and accountability in the funding process.

It’s noteworthy that Bexar County voters have already approved the county’s share of funding, which will be sourced from a tax on hotel stays and car rentals, during the November 2025 elections. Conversely, the financial strategy proposed by the city is linked to special tax capture districts and lease payments derived from the arena and its related developments. While this does not necessitate a voter referendum, the city still holds the option to seek public opinion, showcasing an effort to engage constituents in the decision-making process.

To move forward with the vote, Mayor Jones will need the support of at least five out of the ten other City Council members. However, it is important to note that at least six council members have expressed opposition to this initiative, indicating potential challenges ahead for the mayor in rallying sufficient support.
