Trump’s disdain for wind projects creates a political storm for Republicans in coastal Virginia

PORTSMOUTH, Va. – The political landscape surrounding clean energy has become increasingly complex, particularly with President Donald Trump’s attempts to cancel substantial offshore wind projects along the East Coast. This initiative faced backlash not only from environmental advocates but also from members within the Republican Party, highlighting a growing divide on energy policy within the party itself. Nine Republican representatives sent a letter to administration officials, urging that America’s energy policy should be based on facts and fiscal responsibility rather than ideology.

Among those voicing their concerns is Rep. Jen Kiggans, a former Navy helicopter pilot representing a coastal district in Virginia. This district is poised to benefit from an $11.5 billion wind farm projected to create approximately 1,000 jobs. Kiggans’ support for clean energy initiatives emphasizes the shifting political dynamics as Republicans face the risk of losing the House in the upcoming election cycle.

Recent electoral changes in Virginia, particularly the approval of a new congressional map, have rendered Kiggans’ district more competitive for Democrats, further complicating her political stance amidst Trump’s aggressive anti-clean energy rhetoric.

According to a report from E2, a clean energy business group, Trump’s broader campaign against clean energy resulted in the cancellation of nearly $35 billion in U.S. projects last year. Notably, Republican-held congressional districts experienced nearly double the loss in investments compared to their Democratic counterparts.

Fortunately for Virginia, federal court rulings have allowed the state’s offshore wind project, along with four others, to resume their course of development. However, former Congresswoman Elaine Luria, who is vying for the Democratic nomination in the 2nd Congressional District, argues that Kiggans’ advocacy has been ineffective against Trump’s administration. “Her advocacy did nothing,” Luria stated, though Kiggans has not commented on these claims.

A President’s Stand Against Wind Energy

Trump has consistently approached energy issues through the lens of cultural conflict, labeling Democrats’ support for clean energy initiatives as the “Green New Scam.” His disdain for wind energy is well-documented, having referred to windmills as “STUPID AND UGLY” and expressing skepticism about their practicality. His administration even went as far as to pay $1 billion to a French company to abandon U.S. offshore wind leases in favor of oil and natural gas projects.

Kiggans’ legislative actions reflect the complexities facing Republicans in the current political climate. Despite portraying herself as a champion of renewable energy, she voted in favor of legislation to eliminate clean energy tax credits as part of Trump’s larger tax and spending bill. This inconsistency has been leveraged by Democrats in campaign advertisements, with Luria asserting that Kiggans “voted for a bill to make energy more expensive.”

After the passage of the bill, Kiggans defended her vote by stating that it was based on overall results rather than political concerns. “I had ONE vote, and I voted YES on the One Big Beautiful Bill Act not because it was perfect but because it delivers permanent tax relief for families & small businesses, rebuilds our Navy & invests in national defense,” she wrote on Facebook.

According to Stephen Farnsworth, a political science professor at the University of Mary Washington, Kiggans is not alone in facing these challenges. He indicated that many Republicans find themselves squeezed between Trump’s priorities and the economic pressures stemming from various global conflicts, including the war with Iran. In coastal Virginia specifically, opposing wind projects could result in significant political fallout.

The Potential of Offshore Wind

Despite Trump’s derogatory remarks about wind turbines, the Coastal Virginia Offshore Wind project is strategically located 27 miles offshore, making it largely invisible from the coast. Dominion Energy, the company overseeing the wind farm, recently announced that it had successfully delivered its first power to the grid. Originally proposed in 2013, the project aims to generate an estimated $2 billion in economic activity and create 1,000 jobs in the region.

Once fully operational, the 176-turbine project is expected to provide 2.6 gigawatts of power, capable of supplying energy to more than 660,000 homes, particularly crucial as Virginia grapples with rising energy demands from an expanding artificial intelligence data center hub.

Andrew Nissman, a spokesperson for the Hampton Roads Workforce Council, emphasized the importance of maintaining momentum for the project. “There’s an opportunity here for Hampton Roads to be a national leader in offshore wind,” he noted, while refraining from commenting on the congressional race.

As the wind farm progresses, critics like Dan Taylor from the BlueGreen Alliance argue that Kiggans has jeopardized her constituents’ interests by aligning with an administration actively seeking to dismantle the offshore wind industry and voting to repeal essential clean energy tax credits. “Kiggans claims to prioritize jobs, lower energy costs for Virginians, and reduce emissions,” Taylor stated, “yet she voted to kill jobs, skyrocket energy costs to families, and increase the emissions driving climate change.”
