Recent research from the Texas Real Estate Research Center at Texas A&M University reveals that home values in Cameron County have more than doubled over a six-year period, significantly impacting property tax bills for residents. This sharp increase is largely attributed to the arrival of SpaceX in 2014, which has catalyzed economic growth and attracted other industries to the region.

The expansion of SpaceX and its associated industries in the Brownsville area is expected to continue driving property values upward. However, for many longtime residents, this new wealth poses a challenge, as rising property values could lead to increased tax bills and the risk of being priced out of their homes.

As cities across Texas, including Brownsville, prepare their budgets for the upcoming fiscal year, local officials face the difficult task of determining property tax rates. This decision is crucial, as it will dictate whether homeowners will experience tax hikes or potential tax cuts amidst rising home values.

Growth in Cameron County

The growth in home values in Cameron County has outpaced the rest of Texas significantly. Between 2019 and 2025, median property values soared from $75,800 to $171,900, marking a staggering 127% increase. In contrast, median property values statewide increased by only 65% during the same period, from $165,000 to $272,400.

Correspondingly, property tax bills have also risen sharply. In Cameron County, the median property tax bill increased from $1,740 to $2,740, a rise of over 57%, compared to a 42% increase in the median tax bill across Texas, which jumped from $3,900 to $5,550.

Despite the city’s proposal to maintain the tax rate at 60 cents per $100 in valuation, Brownsville anticipates gaining an additional $3 million in property tax revenue due to rising property values.

Local real estate broker Bob Torres has expressed concern for clients struggling with rising property taxes, noting an alarming trend of homeowners seeking to sell their properties as they can no longer afford the tax burdens.

Torres highlighted a critical question: “Who is SpaceX benefiting dollar-wise and who is it affecting negatively dollar-wise?” The record-breaking IPO of SpaceX has resulted in many employees becoming millionaires, further inflating home values in the area.

Additionally, the company’s expansion plans include a $17 billion semiconductor fabrication plant in Grimes County, expected to create 3,000 jobs, which may further influence housing demand in the region.

However, Torres noted that many residents in Brownsville do not work for SpaceX, yet they bear the financial repercussions of the company’s growth, with increased taxes and interest rates potentially impacting their livelihoods.

The impact of rising property values is particularly concerning for retirees and fixed-income individuals, as increased tax assessments could consume a significant portion of their income.

City Manager Alan Guard acknowledged that while some home values have risen, not all properties are experiencing the same increase. He attributed part of the rise to new residential developments, such as the Madeira community, designed to cater to SpaceX and LNG employees.

Managing Property Tax Increases

As local governments grapple with rising home values, the no-new revenue tax rate presents a potential solution. This rate is designed to generate the same revenue as the previous year, thus preventing tax increases for existing properties. Adopting this rate could provide relief for homeowners facing higher tax bills.

However, Guard emphasized the need for increased city services as the population grows, which complicates the budgetary process. Over the past decade, employee salaries have risen, and the costs of healthcare and materials have also increased, leading to higher financial demands on the city.

To address these challenges, residents concerned about property tax increases are advised to be proactive during annual assessments, preparing to contest their home’s value if necessary.

Future Housing Planning

As demand for housing rises, local zoning restrictions are under scrutiny. Cities often implement regulations that can limit residential density or impose aesthetic standards, which can drive up home prices. Striking a balance between increasing housing stock and maintaining neighborhood standards remains a challenge.
