BCSO investigator suspended after texting crime scene photos to mother of his child

In a recent analysis of disciplinary actions taken by the Bexar County Sheriff’s Office (BCSO), several incidents involving officers have come to light, showcasing various violations of conduct and ethical standards within law enforcement.

Investigator Joaquin Galvan’s Suspension

Investigator Joaquin Galvan faced a suspension in April, nearly three years subsequent to an incident where he improperly shared sensitive information. Following a complaint lodged in July 2024, BCSO internal affairs conducted a forensic analysis of Galvan’s county-issued iPhone. The investigation revealed he had sent two crime scene photographs to the mother of his child in June 2022, a recipient not authorized to receive such sensitive law enforcement details. Galvan acknowledged his actions, leading to his suspension for multiple violations, including unauthorized information release and conduct unbecoming of an officer.

Deputy Hector Casals’ Relationship Incident

In another notable case, Deputy Hector Casals was suspended for two days after it was discovered he was in an intimate relationship with the wife of a patrol training officer. The revelation led to emotional distress for the officer, resulting in a transfer. Casals’ suspension stemmed from violations related to workplace harmony and professional relationships.

Investigator Rico Renteria’s Inappropriate Conduct

Investigator Rico Renteria was handed a 90-day suspension after multiple reports of inappropriate sexual gestures towards a female sergeant. Documented incidents included Renteria making sexualized licking motions and thrusting his hips in a simulated sexual manner while in proximity to the sergeant. Following a hearing, Renteria’s suspension was adjusted from a proposed dismissal to a 90-day suspension, which he served while on administrative leave.

Deputy Alejandro Chacon’s Violation of No-Contact Order

Deputy Alejandro Chacon received a five-day suspension after violating a no-contact order with his ex-girlfriend. Initially issued in October 2023 following a disturbance, Chacon’s subsequent communications and attempts to assist her with her vehicle led to further police involvement and investigation by BCSO, confirming the violation of the order.

Deputy Ashley Reyna’s Misuse of County Technology

Deputy Ashley Reyna faced a 30-day suspension for misusing BCSO technology to look up vehicle identification information for unauthorized individuals. Following an investigation initiated by a tip-off, it was determined that Reyna had conducted these searches while on duty, violating several protocols regarding the use of county property and sensitive information.

These cases underscore the importance of adherence to ethical standards within law enforcement agencies, emphasizing the need for ongoing training and strict enforcement of rules to maintain public trust and integrity within the community.
