The governor also criticized the practice of transferring utility revenues to local governments, labeling it a “tax through electricity prices.” This transfer system has been a longstanding source of funding for the city budget in places like San Antonio, where CPS Energy operates. Proponents of this municipal system argue that it supports essential local services and maintains community control over energy distribution.
