In a recent letter dated September 28, 2023, the Federal Emergency Management Agency (FEMA) informed Texas Governor Greg Abbott that the damage assessments following the July storms and floods revealed that the infrastructure damage in several counties is not severe enough to qualify for Public Assistance. The counties affected include Atascosa, Bexar, Blanco, Brewster, Comal, Medina, Terrell, and Wilson.

FEMA’s denial also extended to the state’s request for statewide individual assistance and hazard mitigation, which are critical resources for communities recovering from natural disasters. This decision has sparked concern among local officials and residents who are still grappling with the aftermath of the storms.

The full statement from FEMA indicates, “The Office of the Governor and TDEM are reviewing FEMA’s determination and the appeals process. President Trump previously approved Public Assistance for 23 counties under the Major Disaster Declaration. Governor Abbott issued a state disaster declaration, extended SNAP replacement benefits, and requested federal tax relief for affected counties. Texas will deliver every necessary resource to communities impacted by the July storms and floods.” This highlights the ongoing efforts by state officials to support affected residents.

Texas now has a 30-day window from the date of FEMA’s letter to file an appeal against the denial. The response from state officials will be crucial in determining the next steps for recovery and support for affected communities.
