Investigation clears Judson ISD board president of misusing authority; Trustee calls findings ‘compromised’

In April 2026, the Judson Independent School District (ISD) released a six-page report following an investigation sparked by allegations made during a board meeting earlier that year. The focus of the investigation was on board member Monica Ryan, who faced claims of favoritism regarding her children’s school schedules.

Findings of the Investigation

The inquiry, conducted by the law firm Walsh Gallegos, concluded that there was no evidence to support the claims that Ryan pressured school staff for special treatment for her kids. The report highlighted that while Ryan was actively involved in scheduling her children’s classes, other staff members indicated they would have offered the same help to any parent.

Investigators spoke with numerous individuals, including Ryan and her colleagues, and found that decisions about course requests were primarily made by central office staff, not by campus-level employees. “While some staff members may have felt pressure,” the report noted, “none reported that Ryan used her position to influence her children’s schedules.”

Controversy within the Board

Tensions have risen between Ryan and fellow board member Jose Macias, particularly concerning the investigation’s findings, budget issues, and the dismissal of former superintendent Rob Fields. The board voted 4-3 to continue the investigation into Ryan despite her opposition.

Ryan expressed her frustration, stating that the investigation cost the district over $27,000 and claimed that the allegations against her were baseless. She emphasized that such political maneuvers should not detract from the district’s focus on students.

Monica Ryan’s Statement

“Every employee interviewed denied making a complaint of retaliation and denied that I had retaliated against them,” Ryan stated, highlighting the lack of evidence against her. “Public officials should expect scrutiny, but there’s a difference between accountability and using unfounded allegations for political purposes.”

Jose Macias’s Statement

Macias countered, alleging that Ryan attempted to intimidate potential witnesses and threatened the law firm conducting the investigation. “The outcome of the investigation was compromised due to Ms. Ryan’s interference,” he claimed, expressing confidence in an ongoing investigation by the Texas Education Agency.

As the saga unfolds, the focus remains on how these internal disputes will affect the Judson ISD’s mission to serve its students and uphold educational integrity.
