SAN ANTONIO – Automated license plate readers (ALPR) are sophisticated surveillance tools that have become increasingly prevalent on roadways throughout the United States. These cameras, often referred to as Flock cameras when produced by Flock Safety, capture images of vehicle license plates and log critical data, including the time and location of each sighting.
Law enforcement agencies utilize ALPR technology to aid in various investigations. This includes searching for stolen vehicles, tracking down missing persons, and solving violent crimes. The comprehensive data collected can also detail the make, model, and color of vehicles, which significantly enhances investigative capabilities.
A recent map from DeFlock.org highlights the widespread deployment of ALPR systems across the nation, including their presence in South Texas. The Bexar County Sheriff’s Office has made strides toward transparency by publishing a public portal that reveals its ALPR operations, showcasing that 35 cameras have collectively read over 700,000 license plates in just the past month.
Despite their advantages, ALPR systems are not without controversy. In Guadalupe County, local officials recently decided to terminate their contract with Flock Safety, citing persistent vandalism of the cameras and the company’s refusal to cover repair costs. Similar issues have arisen in other states, such as North Carolina and Georgia, where law enforcement agencies misused the surveillance technology.
Proponents of ALPR technology argue that it significantly enhances public safety. They emphasize that the quick identification of vehicles linked to criminal activity or missing persons can lead to timely interventions, potentially saving lives. The Texas Department of Public Safety (DPS) has endorsed this view, noting that they have installed ALPRs across various counties, including Medina, Guadalupe, and Bexar.
In a statement, DPS outlined the various applications of ALPR technology, highlighting its role in locating suspects, recovering stolen property, and assisting with AMBER Alerts. Though they could not provide specific statistics on cases resolved, DPS described the systems as “very effective.” Recent examples from San Antonio illustrate this effectiveness, such as the identification and arrest of a suspect involved in a home invasion, aided by ALPR hits.
However, the use of ALPR technology raises significant privacy concerns. Critics argue that the potential for misuse is a pressing issue, especially given instances where law enforcement personnel have faced disciplinary actions for improper use of these cameras. Questions about data storage duration and oversight also persist, as communities grapple with the balance between safety and privacy.
