Guadalupe County approves terminating Flock camera contract, citing vandalism, ‘public scrutiny’

GUADALUPE COUNTY, Texas – In a recent meeting, the Guadalupe County commissioners decided to end their contract with Flock Safety, a company that provides automated license plate readers. This decision came after the county experienced repeated vandalism of the cameras, which are intended to help law enforcement with investigations.

Sheriff Joshua Ray explained that there has been a growing movement against these cameras. “There’s so much public scrutiny over it,” he said, referring to the concerns surrounding surveillance technology and privacy. The Flock cameras are designed to capture license plates, vehicle information, and timestamps, aiding law enforcement in finding missing persons and solving crimes.

However, all Flock cameras in Seguin were vandalized, leading to significant financial implications. Sheriff Ray noted that Flock Safety has refused to cover the costs to replace the damaged cameras, prompting him to refuse spending taxpayer dollars on equipment that is frequently destroyed. “When a camera is taken offline, an investigative lead can disappear,” a Flock Safety spokesperson stated, emphasizing the importance of these tools in public safety.

Ending the contract will cost the county around $85,000, but it will also save approximately $48,500 moving forward. Sheriff Ray mentioned that Flock Safety charges the county a monthly fee for every camera, even those that are not operational. Additionally, the county faced unexpected fees early in the contract due to the incomplete installation of cameras.

Sheriff Ray expressed his frustration, stating that Flock Safety had not fulfilled their end of the agreement and was now demanding payment for fees they had initially waived. “Now they’re claiming we have to pay them all that money that they initially waived,” he said, highlighting the ongoing negotiations to resolve the dispute without resorting to legal action.

The county commissioners voted unanimously to terminate the relationship with Flock Safety, but that doesn’t mean license plate readers will disappear. Sheriff Ray mentioned plans to explore other systems in the future. “What I’d like to do is take any investment we’ve had in Flock camera and put it into another system,” he said.

As of now, investigations into the vandalism of public safety equipment are ongoing. A spokesperson from Flock Safety reiterated that damaging such equipment harms the very communities that rely on it for protection. “Criminal acts should never be part of that process,” they stated, reminding everyone that while public opinion is important, it should not lead to illegal actions.
