CPS Energy says no rate hike is planned as Texas braces for massive energy demand surge

The reliability of Texas’s power grid has come under scrutiny as the demand for electricity surges to unprecedented levels. ERCOT, the agency responsible for managing the Texas power grid, recently confirmed that the system successfully handled its highest demand since August 2023, demonstrating resilience amidst the challenges.

ERCOT President and CEO Pablo Vegas reported that the grid maintained reliability through multiple peak demand days without significant price surges. “We had a peak on Tuesday, we had another peak on Wednesday, and during all of that, the grid was reliable,” he stated. This performance is attributed to extensive investments in renewable energy sources, such as solar and wind, along with enhanced battery storage capabilities and natural gas supply improvements.

A significant factor contributing to future demand is the rapid growth of data centers throughout Texas. CPS Energy has indicated that it has approximately 17 gigawatts of new large loads planned for the future. Projections suggest that by 2040, the commercial sector’s energy consumption will increase by over 104%, while residential customer growth is expected to be around 34%.

This level of growth necessitates billions of dollars in new infrastructure investments. The Public Utility Commission of Texas is currently evaluating how these costs will be distributed among customers. “The Public Utility Commission is taking the opportunity to look at how the cost of infrastructure gets allocated across all the customers in Texas,” noted Vegas. The goal is to ensure that the costs associated with infrastructure improvements to support data centers do not unfairly burden traditional residential customers or small businesses.

A decision regarding these allocation plans is expected by the end of this year. For customers of CPS Energy, the concerns about potential rate increases have been addressed by interim president and CEO Frank Almaraz. “We have not proposed a rate increase and to the extent that when we get to the point where we’re ready to talk to the community about such a thing, we’re going to do it in a really inclusive, transparent way,” Almaraz explained. He emphasized that no rate increase has been announced at this time.

The last rate increase implemented by CPS Energy was 4.25%, which took effect in February 2024. Currently, the projected average cost for residential customers is 13.4 cents per kilowatt-hour for July 2026, with the 12-month average from August 2025 through July 2026 sitting at 12.8 cents per kilowatt-hour.
